How we judged these, before any ranking
Signing is not writing. The page gets filed, scanned, posted or witnessed, and the ink has to still be there and still be legible when somebody looks again. This site has tested nothing, so the ranking runs on what each maker states in writing, against four tests.
- Does the maker publish what the ink resists? Water, fading and tampering. Most pens publish none of the three. Where a claim exists it is quoted here as the maker's claim, not as a result we verified.
- Is the ink pigment or paste rather than dye? Dye-based ink sits in solution and can be lifted or bleached; pigment ink carries solid particles that lodge in the fibers, and oil-based ballpoint paste sets on the surface. Both are harder to remove than dye.
- Does it dry before the page is handled? A signed page is folded, stacked or scanned within seconds. A wet line that transfers onto the facing sheet is a practical failure however good the ink is.
- Does the line scan and photocopy? Thin, pale lines drop out of a scan. A dark line at a sensible width survives being turned into a PDF, which is what happens to most signed documents now.
Deliberately not a criterion: how impressive the pen looks. That matters at a closing or a signing ceremony and nowhere else, which is why two pens are on this list specifically for that job and ranked below the ones that do the ink work.

Read it as a claim rather than a result. It is the maker's own wording, it carries no published test method, and nothing on this site has been tested. What it does tell you is which pen was designed for the job.

The useful fact about a ballpoint is not the brand, it is the chemistry. Ballpoint ink is an oil-based paste; gel ink is water-based. The paste sets on the paper surface in a fraction of the time, which is why every serious answer to the smearing question starts here.

Twist versus click is not a detail on an occasion pen. A retractable click is a fidget; a twist mechanism is deliberate, and it is the reason this reads as formal where a Jotter reads as everyday.

Why the fraud claim is worth reading carefully
uni-ball publishes that its Super Ink is water-resistant, fade-resistant and helps protect against document fraud. That is a specific and unusual thing for a pen maker to put in writing, and it is the reason this pen leads the list.
It is still a claim. There is no published test method attached to it, this site has verified nothing, and no pen makes a document tamper-proof. Treat it as evidence that the ink was designed for the job rather than as a guarantee, and if a document genuinely matters, the protection that counts is a copy and a witness rather than a pen.
Pigment ink is the other honest answer
SAKURA publishes archival, waterproof, fade-resistant and pH-neutral ink for the Pigma Micron, which is four claims where most pens make none. Pigment ink works differently from the rollerball above: solid particles lodge in the paper rather than a dye sitting in solution, which is why it survives water and light.
